Indoor lighting - is this a good artificial light for tropical/subtropical tree seedlings? Will it be good as they mature?

If it helps I am using this for my Delonix Regia seedling that is two weeks old. I have a picture of the seedling and the artificial light setup. I plan to place them outside once the weather permits. Thanks for your help!
