Deodar can be transplanted. Younger seedlings are definitely easier but even older trees can be dug and replanted though success will be lower.
How big/old are the trees you have collected? Photos?
I treat my transplants similar to pine and juniper collections - retain roots where possible. Do not cut back the tops too much if possible. Keeping some growing tips should help the tree feed new roots. Well draining potting mix so the roots do not get waterlogged but never allow the soil to get dry. I do not count any transplant as successful until after middle of next summer as new roots are slow and the trees often grow well just using energy stored in the trunk and branches instead of growing new roots. Then they collapse and die when the weather gets hotter in summer.
