Help with trident maple

This tree has been in training for 15 years. Up until now, it has grown vigorously. In ea March, I repotted it in good bonsai soil. So far, it has not leafed out as usual. While still alive, it is not growing. I moved to Raleigh, NC from Gainesville, FL in May,23. This tree stays outside in full sun. Beginning in ea June, I have watered it 2X/day. I put a layer of spaghum moss on top of the soil and have been fertilizing it once a week. It has been under a 50% shade cloth since the temps have been in the high 90s for the last week. All suggestions will be greatly appreciated as this has been Indic my best trees. Thank you.

Hello, welcome to the site. I'm not sure what is wrong with your maple. I may suggest comparing the pH of your current water to the previous municipal report. Maybe an acidic fertilizer would help?
 
Fertilizing once a week sounds excessive. What are you fertilizing with? Also, why are you repotting every single year?
 
Is it possible this is being overwatered? Are you letting it dry a bit before watering? Not bone-dry, just an inch down or so?

Depending on the substrate, it might be holding on to too much moisture.

Agree with fertilizing once a week is too much as well -- especially in the summer. For a tropical maybe. I do deciduous and tropicals once/month and lightly even compared to what is suggested. I had issues with aggressively fertilizing.
