Help identify this tree

I collected this tree about three years ago at Doran beach Bodega Bay Ca. It was growing straight out of the top of a rotting post at the RV dump station. I have searched a bunch of California coast native trees and such searched Google images and have found nothing. The other pictures are of the same tree growing throughout the park.
The leaves appear to form in a balled up bunch that for lack of a better description looks diseased, also produces a small white flower. Any help with identifying this tree would be appreciated.

Looks remarkably like one of our Aussie natives - Myoporum. Not sure if they have escaped over there? or if yours is something else that looks similar.
I'd suggest the 'balled up' leaves are the result of an insect infestation. Aphids can cause similar on some other species.
 
Your bark is great and tree is great natural Literati. However there is a small problem. The larger bushes leaves are smooth edged but yours even though having plenty of age according to the bark has lightly toothed edges. Do any of the other plants have the same bark or leaves as yours does. They could still be the same thing but a thorough check will help verify or not🤔. I have no idea of species however blight of leaves I believe is fungal in origin and suggest Daconil or copper spray or alternate these and see if new leaves look clean. Check with Forest or park services or nearest arboretum for species ID. 😌

Definitely the same tree, my first thought when I found this tree was the same (natural Literati). The picture showing a bush also shows a taller tree about 18' all you can see is the trunk but also the same. every one of these trees have this balled up fungus looking leaf, my thought was maybe they emerge like this and then develop into a normal leaf. I will definitely treat as fungus. Thank You so much for your reply.
