Fungus?

Is this some kind of fungus on my Chinese elm? Can't figure out what this is. The other thing I was thinking is an over or under watering issue.

Looks like it needs to dry out more between waterings. If the problem persists after watering change I would consider a fungicide

Thanks for the help. Did some research last night and it looks like a fungus that roses get also. Looks like I need to start pulling affected leaves off and spray a fungicide on it.
 
Spydyracer, what did you end up applying to the tree, and is it proving effective?

Having the same issue here.
 
Butlern I ended up getting this. Used it on the 21 so little over a week now. Not sure if it was a good
Idea but my elm needed pruning so I pruned it pretty well and sprayed it. I picked off all the leaves that where left with black spots. Every day I would find more with black spots but each day I found less and less. I did get some leaves that turned yellow so I pulled them off also. Yesterday and today I had no leaves that had black spots or had turned yellow. It says to use every 7-10 days and after it rains. Probably use it today since its raining. Tree still has a good amount of leaves still so I figured I'd use it a few more times then stop and see what happens. Good luck with your tree.

Thanks for the reply. Could not find that Safer fungicide here, so I just applied Daconil yesterday after removing all affected leaves.

Daconil is weirdly viscous. Gooped it all over my two elms, and after about an hour it dried and no longer visible.

We shall see how this impacts the tree and the fungi. All new shoots emerging lately are not lasting long--wilting, blackening, dropping. Hopefully this will stop that. Mature leaves yellowing and dropping, too.

I got mine at ace hardware not sure if you have those where you are. Not familiar with daconil but would like to hear your results with it. I just got this because what I read was it the same type of fungus that roses get so I picked up the rose fungus killer they had. Did get a few more yellow leafs yesterday but no black. Looks like it is stopping it.
