Cracked branch on a seiju

I partially snapped a branch last spring on this tree, tried stabilizing, less solid now. Going into late fall, winter, should I do anything with? I might try to layer it, definitely removing next season - should I be thinking earlier the better? The layer just delaying the main tree healing?

Of course it's the main lead, top most branch on attached.

What normally works for me is to push the branch back into its original position ( you can FEEL it) and tape tightly with black electrical tape. Hardly ever lose a branch with this method.

I had it wired for a long time with cut paste over it- I worry that if it didn't take in the last year, it's not going to. Missed the window. I won't rush to remove it, just wonder if I'm delaying the tree's recovery waiting on it.

Waiting is definitely delaying the tree moving forward. The sooner it's off the sooner the cut will start healing and the sooner you can start adjusting remaining branches.
All the branches on the tree appear way too long. I've had similar accidents and the bonsai has usually been much better after the reduction. I suspect your tree will also be much better for the reduction in height.
Seiju strike relatively easy as cuttings so I would not bother with layer. Just stick the bits you take off as cuttings and cross fingers. Then you can get on with improving your Seiju bonsai.

I did a fair amount of work on the roots last year, so I left it with a lot of issues - I agree it needs those branches cut way back, spring project. I agree with removing that branch, was really just hoping no one sounds talk me out of it - will give me an opportunity to do some carving, too.
