Cork-bark Elm in development

this is a cork bark elm after radical chop since it was very tall with not much movement and bard branch structure. Starting from the beginning i just wish for advice on how to continue or which way to go.
Its picking up nicely but all the growth is from the very area of the cut but not so much anywhere else on the trunk.
Any suggestions to the future please, (branch development and structure...)

I would reduce the branches at the cut spot down to two unless you're attempting a broom style, otherwise you'll get a swollen inverse taper at that spot.
 
Did it have root work along with the trunk chop? If so let it be for a while to get some roots going. It will most likely pop more buds once it gets a head of steam up.
