I'm noticing similar on a few junipers the past few weeks and attribute it to/as one of the tip blights of juniper. (I had it tested one year and was dealing with kabatina tip blight.) What I've found, ...and may not've noticed if @johng hadn't pointed it out to me, is that on a reasonably healthy/vigorous tree that's experiencing this issue, it usually will drop those tips and move on like nothing ever happened without any intervention/application of fungicide. Yours looks healthy otherwise.
