Can I repot my fukien tea now?

I had a crusty little Fukien tea that seemed dead all winter. For some reason I kept watering it and lo and behold, it has sprouted some new growth (one cluster of leaves and stems) way low on the trunk.

My question is, I know the soil it's in is really nasty stuff and it could use some good open free-draining bonsai soil. With spring coming and new growth showing, am I safe to repot? No root reduction at all - just a soil change.
 
What are your plans for where this tree is going to reside for the next month
or so ???
Reason Why I ask is that repotting your tree is going to stress it out...
Then I am assuming as soon as it gets warm where you are, that you would
want to try and get it out side for the year to help it regain it's vigor... Which
the change will stress the tree out as well...

So, my solution would be that you do both at the same time... That way it is
not dropping leaves because you repotted and then again dropping leaves because
you took it outside.

Your answer confirms exactly what i thought. repot at the right time of year, regardless if there is budding or early spring growth for this species. I'd imagine that if the soil allowed this little bit of growth, it will be OK until it's time to get the tree outside.
