Austrian pine (pinus nigra) — white matter on needles

Hi everyone!

Quick question from a motivated beginner here! I tried Googling, of course, but want someone who knows trees to take a look at this in picture and tell me if things are ok. I’m talking about this white matter/white dots on the needles of my Austrian pine. It’s pretty old and mature (I think it’s a yamadori).

Is this a disease or is it normal?

Location: central Europe

Its scale
You can try to scrape them off each needle with your finger nail (not advised as you could damage the needles, plus if there are any low on the needles you wont be able to reach them) or get a spray that kills hard scale and spray the tree
