Are these two Scot pine dead?

Hi all,

I repotted these pines in early April- went a bit further with these two. Then we had the driest Spring and early summer on record, we had some rainfall recently. Also I tried to let them dry to encourage root growth - so watering not a lot.

Here they are now in mid July still struggling to push new needles.

I know they are not dead dead as not totally brown yet but what’s the chance of survival in your experience??

Both trees, if not already dead, then are extremely compromised and on the brink. I would continue to water as needed until the entire canopy has browned out or you see signs of recovery, but I think the prognosis for recovery of either tree is pretty poor.
