Another tree ID, thought it was a birch.

Thought this was some kind of birch but now not so sure. Haven’t seen it get anything but leaves meaning no flowers and thus no fruit. Any ideas? Bought this from a gentleman a year or so ago that had forgotten about it in his garden, was already potted in a nursery pot. He thinks he had collected it here in southern Oregon somewhere.

Yes, it needs to go. I could do some light shari on it to get the tree to start rejecting it or I could just remove it. I believe the tree has a good base of fine roots established already. Probably wait until 2023 to do though. Could carve it a little next spring. Any suggestions?

I should add, apex needs a little help as well.
