Another Japanese Maple question.

This is the first time, I'm working with Japanese Maples, in the past I've worked with Trident Maples that's as far as I ever been.

My questions about this Japanese maple:

Are those some kind of flowers popping out?

What should I do with them?

Can they negatively affect the health of the tree if not removed?

Also, judging by the last image, what kind of maple is this? as far as I can tell, it looks like a red Deshojo Jap. Maple, can anyone confirm that?

Those little bulbous prongs emerging are the maples equivalent of 'flowers', mainly what will eventually become seed's around late summer/fall. They can be left on the tree, depends on if you want them on or not. This tree is definitely not a Deshojo, its some sort of lace leaf variety.
 
That looks like the red dragon variety from the colors of the leaves. I know the lace leaf ones get wind burned and sunburned too, you have to be careful where they are placed or the leaves will curl up and die and eventually kill the tree. Try to keep it in a corner area out of the wind and where it gets a few hours sun in the morning and avoid the hot noon and afternoon sun that will burn the leaves up.
