I am going to redo an old hedge of 10 or so Japanese boxwoods next year. I want to use some as bonsai material and would like any advice on how to choose plants. How far I can cut back and dig at the same time.

Pics help. Don’t just take photos of the tops and leaves. The value is in the root and trunk bases get down and scrape around the base. You’re looking for nice root flare etc. don’t worry about height of the shrubs.
 
Boxwood are pretty resilient when chopped back early spring. Id feel good going for collection and chop all at once myself. Not sure exact timing in your area. Here in NJ7b, I would wager for both just after April 15th frost date.
