budback

I have an old maple that isn’t budding back on the old wood. How to I encourage bud back? I already pruned the spring growth to see if it would bud back, but now it’s early summer and no old wood bud back.

I have an old maple tree, and it doesn’t want to bud back. I already pruned back the foliage, but it’s still not budding back to the old wood. Should I try to make a tall bonsai or is there a solution?
